The option to answer is shown just after the post (though not being shown on this post). May be the colon in the question is preventing from showing the option in this post. Please try it yourself.

It's working!
While posting http://bit.ly/PHPcO a small check box appeared on the editing page. I just checked the box and my post now has an option for users to answer the question. I guess this feature can also be used for comments (without installing Disqus or BackType or IntenseDebate) on a tumblr blog.

Yeah, it appears now. However this only works with the questions, thus one will still need Disqus if one wants the comments on non-question posts.
